Sebastian Marat is an Algerian-French wizard with French citizenship. He went to school at Beauxbatons and then returned to Northern Africa.

He is involved in wizarding banking and connections to Gringotts in Western Africa, specifically Cote d'Ivoire. He knows Leandre Vaillancourt as a result. He and Leandre have something close to what could be called a friendship. They, at the very least, both acknowledge one another's usefulness. Additionally, the past, Josephine St. Just has worked with (and for) Marat. Much of his collection is thanks to Josephine.

In addition to hoarding pretty/deadly things, Marat likes cigars and drinking clear liquors. Some of his hobbies are obviously dangerous, including the Harvest Mask that was crucial to closing the Corpus Inversus investigation. It is quite possible Marat is behind the murders. After the murder of Lazarus Rippringham-Gomfrey, he purchased the real estate the elderly wizard also owned in Cote d'Ivoire, less than a full walk down a road away from his own estate. In exchange for the Mask, Josephine retrieved a blue and gold robe.
