Jebediah Layton isn't finished being terrible, not even close. Over the course of months, he begins to sow chaos for Feliks Spectre and other vulnerable parties in some insidious ways.
The body of unregistered werewolf, Anthony Layton is discovered in the wizarding enclosure of South Surrey Park by two recent graduates of Hogwarts, Melissa Paine and Hera Bundyroot when they arrive early in the morning for a picnic and a swim in the pond.
No further information has been released. The witnesses hinted that the body was in a state of undress and had obviously been subject to torture. DMLE confirmed there were silver burns on his palms.
Anthony Layton will be buried with his late wife, Tabitha, in Brookwood Cemetery, Woking. He is survived by his son, Jebediah Layton, currently abroad.Karina Abdul Mutallib

A package arrives, secretly sent by Jebediah Layton, for Feliks Spectre at breakfast at Hogwarts. It includes a ball of Tenacious Twine, a copy of The Lycan, and inside, an incantation Necto Nessa. There are handwritten notes in the book, apparently updates and corrections. It was once property of the restricted section of Hogwarts Library
Feliks Spectre receives Layton's gift. It draws the attention of Zeta Pepper and Nicola Bagnold who are as curious as he is as to its nature and origin. While Feliks and Nicola are fascinated, Zeta is immediately wary and all but demands they go to an adult. When they decline, Zeta washes her hands of it, leaving the two younger students to hatch a plan.
Over the next couple of days, Nicola and Feliks exchange letters with Nicola's uncle Kurby Bagnold. Under the pretense of a fake History of Magic homework assignment, they ask Kurby about the book and twine. Kurby is annoyed at the nature of the fake assignment, assures the kid the book is outdated and the Twine is nothing to write home about.
Alone, Feliks practices the spell inscribed in The Lycian, Necto Nessa. He achieves the effective result - the Tenacious Twine weaving into a magical net.
On a routine visit to the Beast Division, Sylvain Onuris and Kurby Bagnold fall into a discussion that leads them to the homework assignment Nicola and Feliks had described to Kurby. They seem to agree that the assignment, about the modern persecution of werewolves, is biased and political. Word is that some of the students are afraid of crossing the headmaster, let alone question his curriculum.
Over the course of a week, several letters from concerned families begin arriving at Hogwarts, addressed to Knox Greyfriar. All were in regards to a homework assignment Knox had not assigned, and nearly all of them were pissed about it. There was even an inquiry from the Daily Prophet.
Greyfriar discusses the letters and false History of Magic homework assignment with Sylvain Onuris and it quickly becomes apparent that Sylvain knows the source of the rumor. Despite Greyfriar's pressing, Sylvain refuses to tell him more and insists on investigating the matter himself on the reason the students involved would be afraid of the Headmaster.
Sylvain confronts Nicola and Feliks about the package and made up homework assignment. They tell him the whole story. They agree to go with Sylvain to speak to the Headmaster to explain.
Feliks, Nicola, and Sylvain arrive at the Headmaster's office to put an end to the rumors once and for all. The discussion is tense; the kids are worried and Knox's trust in Sylvain has been strained. Feliks and Nicola explain themselves and Knox assures them both no harm was done and that no punishment will come. Knox confiscates the book with no intention of returning it to the library.
The same day the article comes out and two days following the verdict, associated parties talk shop at the Ministry holiday party. Harper Graves reveals that a pair of silver handcuffs had been malevolently left in her office, which rang too familiar to the Plot:Tenacious Trouble incident at Hogwarts a few months before. Kurby Bagnold and Fauna Blake resolve to investigate. Werewolf mentor Ignatius Prewett V offers his support for Greer Grant's return to Hogwarts
Zeta Pepper runs into Fauna Blake on Diagon while Christmas shopping. Zeta discusses her growing concerns about the stake of werewolves at Hogwarts and her ambitions to do something about it. She tells the tale to Fauna about Feliks and Nicola and the Twine and The Lycan, and Fauna advises her on her experience with SAWS
Knox Greyfriar meets with Fauna Blake to get his statement on the book and twine delivery. She cautions him to be on the look-out and be sure to check in with Feliks's parents, Balfour and Johann. She gives him what Knox dubs the Watch-Owl Pearl, a magical gem she enchanted to screen mail for dark magic. He hands over the book which will be submitted into evidence with the report.
Kurby Bagnold makes an awkward appearance.
“I heard about the package from Knox Greyfriar,” he put forward, giving a slight incline of his head. That was true enough; he could give that context without sharing what kind of terms he happened to be on with Knox Greyfriar. He arched an eyebrow at Spectre, regarding him curiously. “Your son didn’t have any idea who might’ve sent it, did he?”Kurby Bagnold
On the pretense of a routine inspection of the cottage Knox Greyfriar uses for full moons, Kurby Bagnold confronts Knox with a picture of Savvina Katopodis who's identified Knox as the man who provided her with Wolfsbane Potion outside the bounds of the law.
Kurby also warns Knox of Cinead Tawse's attack on the full moon, and the risks ahead.
Jebediah Layton, disguised as Figaro Sellaphix, takes control of the Dumfriesshire Werewolf Safe House by assaulting the attendants, Sellaphix and Ji-Won Kim. He gives Figaro a message. Then, Layton locks up all the werewolves including Adrestia Gamp, Robert and Richard Dunnigan. He murders the Dunnigans, skins them, and carries them away. He leaves behind cigarette butts, a silver skinning knife, and silver handcuffs.
At 1pm, the office of the Minister of Magic Edwin Glass released a statement containing details of Alec Carter's death and the Dumfriesshire safehouse invasion and missing persons.
Head of the Department, Alexander Carter, was discovered dead at his London home this morning. The Department of Magical Law and the Werewolf Wing confirm the cause of death to be from a direwolf attack. Operatives remain at the scene. Mr Carter’s next of kin has been informed. The Ministry is supporting the family and we express our condolences.Edwin Glass
Tia Gamp, Figaro Sellaphix, and Ji-Won all come to in the morning following Jebediah Layton's attack. Because the safe house never checked in, Kurby Bagnold and Tessa Fenneken respond. They are supported by Auror Adrianna Xin and healer Athena Marrowbone. Bagnold leads the effort to secure the scene. Figaro and Ji-Won are sent to St. Mungo's. The werewolves are all sent to Level 4. Upstairs, they find the grisly murder scene, but Richard and Robert Dunnigan are nowhere to be found. The silver skinning knife, cigarette butts, and silver manacles are found.
After being treated for his injuries from the safe house attack, Figaro Sellaphix is attended by his mother Zelda Sellaphix. The two discuss how Figaro should handle the imminent question from Aurors.
Mrs. Lanningham informs Balfour Spectre he isn't the only one looking for Alec Carter, that Iona Ballentyne and Kurby Bagnold have gone looking for him. She also updates him on the werewolf survivors from the safe house, that they were in the Ministry and that the MLE will be interested.
Solomon Carstairs summons Bruce Ballentyne and Kurby Bagnold for a briefing on the trouble at the Dumfriesshire werewolf safe house and the death of Alec Carter. It doesn't go that great.
Iona Ballentyne and Zora Roh go together to speak to the family of Robert Dunnigan and Richard Dunnigan who are missing-believed-kidnapped from the werewolf safe house. Zora learns from Iona that the MLE had word of a vision that may have predicted Alec Carter's death. The interview with the Dunnigan's doesn't go smoothly and no useful information was gained by either party.
Adrianna Xin and Tessa Fenneken arrive at St. Mungo's to ask Figaro Sellaphix about what happened at the werewolf safe house the night before. Talisha Crowe acts as Figaro's lawyer. Zelda Sellaphix does her best to stay out of it. The MLE considers Figaro a suspect, but the WCU is not so sure.
Figaro Sellaphix arrives home from St. Mungo's where his dad Rafe Sellaphix is waiting with support, tea, and biscuits. Figaro asks Rafe what he knows about Polyjuice Potion and Rafe tells Figaro to trust in Talisha Crowe.
Edwin Glass and Iona Ballentyne meet to discuss recent events. Edwin explains an inquiry must be opened, but reassures Bruce it won't be a witch hunt against her as a new appointment. More likely Ricky Titchener, her predecessor.
“I must inform you I am opening an inquiry into the events last night at the safehouse.” It might seem trivial considering they were investigating two missing people, and the murder of a Ministry figure. “It is protocol if the public are at risk from a Ministry-provided service, not a reflection on your leadership thus far.”Edwin Glass
Fauna Blake and Kurby Bagnold have the same idea to drop in on Figaro Sellaphix after his ordeal at the werewolf safe house the night before. Rafe Sellaphix and Zelda Sellaphix begrudgingly let them in and the three friends convene in the backyard for awkward but earnest commiseration.
Knox Greyfriar owls Hannah after he'd sent Greer Grant and Lucinda Temple back to bed, passing on what Kurby Bagnold had written him earlier that evening. He asks her to come to Hogwarts.
Hannah Bombay comes to Hogwarts in response to Knox Greyfriar's letter. He is overwhelmed by the events of the full moon and despairs his ability to protect Lucinda and Greer.

The Daily Prophet reports on the infiltration of the Dumfriesshire Werewolf Safe House. It included the names of the missing werewolves and indicated this incident and the death of Alec Carter are not currently being considered related.

Jebediah Layton has snuck a leaflet into the folds of some significant fraction of the day's Daily Prophet. It's a call for the eradication of werewolves for the benefit of public safety.
Barnabas Cuffe discovers the 'Eradicate the Werewolf Threat' flier early in the morning and blasts into the Daily Prophet headquarters demanding answers. There are few, only many gaping gobs.
The 'Eradicate the Werewolf Threat' flier arrives at Hogwarts causing discord in the Great Hall. A row occurs over hurt feelings, misunderstandings, and Gwenna Trevelyan biting Greer Grant. Lucinda Temple contributes a spray of water. Professors intervene and Zeta Pepper takes a principled stand.
Iona Ballentyne and Waverly Roh-Ballentyne come to breakfast to find the Werewolf Threat flier in their copy of the Daily Prophet. They react, argue, but ultimately must get on with their day.
“P-P-P-Fauna! I didn’t-!” She shook her head, eyes now streaming with terrified tears, face the colour of a ripened plum. “He was just t-t-t-present! Zora Roh stops by her wife Iona Ballentyne's office at the Ministry. It's the first change they'll have had to talk since the 'Eradicate the Werewolf Threat' flier was discovered.
Tanis Quickwood interviews werewolf expert Maya Irene-Strangely for the Wizarding Wireless Network's political commentary programme The Omen. The topic is regarding recent violence affecting werewolves in Britain. Strangely analyses these trends and advocates for the abolishment of the Werewolf Registry and calls Ministry-controlled Wolfsbane access a racket.
The Ministry must dismantle the Werewolf Registry completely, release Wolfsbane Potion, and provide special social protection of werewolves.Tanis Quickwood
Ballentyne counted increased security of safehouses as a priority and more specifically, “changes to the registration process and the way information is held. I have several other initiatives in the pipework which will become public in a matter of time.”

Jebediah Layton sends another anonymous package to Feliks Spectre: a pair of werewolf gloves made from the hands of Robert Dunnigan (whose werewolf body was discovered in the Ministry atrium in January) as well as a silver medallion engraved with Ira Almasy's name.
Feliks Spectre receives the mysterious package while he is walking back to the castle, on the grounds. He wears the medallion and sends a note back to the sender by the same owl.
Feliks Spectre immediately hands the package over to Knox Greyfriar but neglects to tell him about the medallion or the note he sent back. Balfour Spectre is called. A testimony of events is written and signed, and taken by Balfour along with the gloves.
The portrait of Dilys Derwent broke out in a shuddering wail.
Knox's head moved on a swivel, startled at the unexpected voice.
"Madam?"
The portrait of the passed-away Headmistress, the one who'd also been a healer and had a frame at St. Mungo's, looked up from her hands and looked as angry as she did afraid.
"A horrible thing! A horrible thing to have done! Those don't belong here!"
She'd not spoken two words to Knox in years. He was dumbfounded, but he tore his eyes away to look down at the gloves made from human hands, then he covered them over with the linen.Knox Greyfriar

All students in Hogsmeade have been ordered back to the castle immediately. Details have not been provided to students. In truth, this is in response to Jebediah Layton attacking Greer Grant and Lucinda Temple in his Feliks Spectre disguise.
