In 1998, Theodora Kingstreet was arrested and charged with treason for her part in attempting to overthrow and overtake the Ministry of Magic. She was held for ten years, when she orchestrated a scheme to release herself from Azkaban.

In a letter to Jason MacDonell, Theodora Kingstreet taunts him under the guise of inviting him to a pleasant lunch out. MacDonell, now an Elder on the Wizengamot, will attend her hearing and pass judgment. We learn that up until her treachery, she worked tirelessly alongside Aurors like MacDonell to enforce justice.

Devlin Matthews, under the pretense of a History project [1], visits Theodora Kingstreet in her holding cell at the Ministry of Magic. He begs her to teach him how she is able to be so powerful and subversive. He gets in way over his head when he murderess acquiesces and binds him into her employ with a dark bit of administrative magic. His first duty is to forge Ministry announcements and send them to all those who'd registered to speak against her in court. The announcements indicated that the time and date of the hearing had been changed.

Kingstreet's case is heard before the Wizengamot. She chooses to represent herself. Before the proceedings begin, she calls that Marcus Annwyl, current Minister of Magic, be removed as Chief Elder because of a conflict of interest. But equally fancy political maneuvering by Jason MacDonell [2] coerces Kingstreet to revoke the protest.

Jason MacDonell is the first to make a statement against Kingstreet, pleading that the sentence be paid in full. That she must be punished because her attitude is not remorseful.

Theodora Kingstreet defends by forcing MacDonell to recount what he saw during the Azkaban Prison Break of 1994. Her cell had been blown open, and her escape would have been easy. But she stayed put.

The court has no choice but to acquiesce to the early release. However, terms of the release were brutal. In addition to living in a bridge house for five years, Kingstreet was banned from using or possession any office supplies or stationery at all, as those were the tools of her crimes.

"As terms of the release and parole of Theodora Kingstreet, the convicted is forbidden to be in possession of office supplies of any kind. Possession of documents or administrative materials not directly related to maintaining a residence is a violation of parole. If the convicted wishes to access these materials for use in obtaining employment, or other personal correspondence, the convicted must do so in the presence of a Ministry Notary at the Ministry of Magic proper. These conditions are based on the notion that these are the methods of the convicted's crimes and that they would be detrimental to her rehabilitation into society."

A four-page list of included items appeared after this section including datebooks, employing a receptionist, keeping a personal owl, renting office space, file cabinets, legal pads, ledgers, or stick-pins.
