Wizards' Council (Pirate AU)

The Wizards' Council has been in existence in England since at least the 1300s. By 1692, the government body is part of the International Confederation of Wizards and was an original signatory of the International Statute of Wizarding Secrecy.
Although the Wizards' Council technically only has dominion over England, as the Statute of Secrecy began to be put into place in the 1690s, the government body has become very concerned over enforcement in the Caribbean, including on the island of St. Cyprian.
The Wizards' Council has a bit of a reputation for being busybodies trying to interfere and legislate the lives of other magical folks, having passed the Code of Wand Use in 1631, which outlawed the use of wands by house elves and goblins, and the Werewolf Code of Conduct in 1637, which established rules for the responsibilities of werewolves.
